[PATCH] pinctrl: pxa: guard sub-directory with CONFIG_PINCTRL_PXA

CONFIG_PINCTRL_PXA is more suitable than CONFIG_ARCH_PXA
to guard the drivers/pinctrl/pxa/ directory.
