rt_or_dl_task() ?
rt_schedulers_task() ?
higher_than_fair_task() ? (this is bad haha)

I am not good with names, and it is hard to find one, I know.... but something
to make it clear that dl is also there becase rt/realtime is ambiguous with
the rt.c.
