even if i am ignored by you :)

if you would like to check out dvb-apps, you may find
a libdvbapi and that is a kind of user space wrapper for
such issues.
i dont know if it is completely done, working, whatever, but the
approach you want itself , was already started a long time ago.

i do not know how many people use this, but imho there are not so much.
