Further follow up. I have checked the latest list from the ACMA and 
there are 2 transmissions which are not on standard frequencies, they 
have a 2.25MHz offset. They are both from Hunters Knob but:
"Services at this site provide in-band link services, to enable 
broadcasters to ‘feed’ the
translators, at Walwa/Jingellic and Corryong. These services do not 
provide a direct public
service, and are licensed as service type ‘Drop-through (non-LAP)’."
and
"Consequently these services are not required to simulcast both analog 
and digital services.
Therefore, it is proposed that broadcasters change from analog to 
digital, using their existing
channels."

So it is special legacy case and unless you want to hack into the link, 
they do not need to be scanned.
