In the DVB format, PIDs are 13-bit numbers. 8192 (0x2000) is 14-bit,
and thus an illegal PID number. The drivers for those cards that can
upload the whole multiplex are instructed to do so when they are
passed this pid number. It is a conventional value.

Many cards are hardware-limited, and cannot upload the whole
multplex.
