Update of de-Ostbayern scan file and a try of de-All

Hi, 

in my first de-Ostbayern scan file [1], i used a wrong guard intervall for one 
channel. Normally the demodulators could recognize that by themselves and do 
not need the value, so i did not saw the mistake. 

Furthermore i attached a file de-All, which contains all channels for VHF and 
UHF which could be used in Germany/Europe. Would this make sense ?
