This part looks ok.

This doesn't seem correct.  Shouldn't it be:
print OUT "\t/sbin/depmod -a \$(KERNELRELEASE) \$(if \$(DESTDIR),-b \$(DESTDIR))\n\n";

Seems like the rminstall rule should use DESTDIR too.
