Do you have following line in kernel messages log:
Dec 13 01:46:18 localhost kernel: Quantek QT1010 successfully identified.
If not, most likely tuner I2C messages are blocked and tuner stays
disabled. This is probably due to I2C gate and it should be enabled
before tuner attach.
