I just tried here and I can't tune to 177.0/191.0 at all,
although 177.5/191.5 are tuned fine 
(have DiBcom MOD3000P in case that matters)

but of course you can add them to the file, as you say, it won't hurt
(maybe putting in a commen tabout that)
