This is not an option, HP and LP streams will have different
content (e.g. HP = MTV, LP = MTV2), so you need to scan both
HP and LP during channel scan and treat them as different
transponders. The user just wants all available programs
in the channel list.

dvbscan currently doesn't handle this correctly for DVB-T,
and so needs to change to handle DVB-S2 (dvbscan currently
assumes that one frequency == one TS).
