take part in that discussion please.

i made 2 suggestion for now, but the first neither the second were accepted,
like they were worked out.
although the discussion about renaming e.g. PSK_8 to MOD_8PSK, is not really
a blocking fact, that should prevent us to have the so-called FE_SET_MODE ioctl.
all this stuff can and maybe must done, but it is in general independant from mine.

the next main problem on the discussion is, that we have only ONE enumeration value
left for the fe_capabilities enums.
so even, if we would add all the different modulations, we can definiately not return
all these capabilities. this enumeration thing is at its end.
my suggestion was to have the last value to signal that this fe driver can report
capabilities with calling backported API V4 IOCTLs, that are seperated for different
capabilities.

i will do another suggestion around the weekend or monday, i am actually not exactly sure.
