No, it's a so called 'budget card' which does no decoding.  The MPEG2
stream is directly delivered to the driver and the applications.

Exactly - just as a PCI DMA controller.  But some cards make the
video capture facility of the Bt878 available i.e. by having an
additional [s-]video-in connector.
