Yes, cx88-dvb is included since kernel version 2.6.12.something.
I've had the same problem (leading to some nasty experiences with ivtv 
btw).

Dunno about Ubuntu, but installing 2.6.12.6 will solve your problem, it 
brings cx88-dvb and everything works just fine (i think your "card=19" 
points to "Terratec Cinergy 1400 DVB-T"? I've got it, too. Nice card if 
you use linux, but seems to be an awful experience with windows <eg>).
