You want to use this for watching one stream at a time, which is fine. To support PIP you need an additional tuner. For interesting enhanced-PVR capabilities and background recording, the more tuners the better. If designed right, a board which can support up to 5 tuners can easily be manufactured with a single tuner for cost concerns, by not stuffing the additional parts, and choosing a pin-compatible FPGA with lower gate count. One board = multiple products. As far as bandwidth goes, a single SD stream will consume well below 10 mbps, and will coexist just fine with other network traffic. If you plan to watch two HD streams simultaneously and record two others in the background, you probably will want to use a dedicated LAN, or aggregate the traffic onto a gig-e switch.
