Yes it does, by parsing some MPEG tables.

I tried the script with the zip code for the area I have (ssh-)access to.
Scan found 30 services, the script puts out only 20 with empty Audio and 
Video PIDs.

Can you please try the scan-utility for your region?

I think this guideline only refers to mime/base64-encoded attachments.
