That's weird. Maybe it has locked up completely.. neither your keyboard
nor ethernet are on IRQ 11.

Each physical PCI slot routes to one of the four PCI interrupts.
Some PCI interrupts will be shared between slots and on-board
devices and there's nothing you can do about that.

If you get the I/O APIC working, you will get to use these interrupts
and that will result in less sharing (eg my /proc/interrupts posted
earlier).
