Your initial tuning data file for 177.5 and 191.5 is wrong. The bandwidth 
for that channels is 7MHz. Please use the file from dvb-apps CVS. (also 
use dvbscan von dvb-apps CVS then).

When using dvb-kernel, please load flexcop-pci (and its depending
modules) instead of skystar2. (With this modules a more verbose debugging 
is also possible, when it still fails).
