If scan failed and vdr works (you can watch tv) it would somehow indicate
a problem in the section filtering, which is the part of data handling that
delivers data that is not audio, video or any other major part of the stream

First off why should the tuner have more time to lock? What's the maximum wait
time for a lock in scan?

Are you sure that the 2.6.11 drivers actually report a failed transfer?
IIRC, Johannes cleared up those messages after 2.6.11..
