Yes. Please repost the patch with the prefix changed to [PATCH v2].
Make sure to add Ian's Reviewed-by tag to the patch. You can also
add:

Reviewed-by: H Hartley Sweeten <hsweeten@xxxxxxxxxxxxxxxxxxx>

Typically yes. But for the comedi specific patches you can just send
them to the devel list. The interested parties (specifically myself and
Ian) are looking at patches on this list.

If you have a more general patch that effects the kernel outside of
the comedi subsystem then make sure to Cc the LKML list.
