[BlueZ PATCH v5 7/8] monitor: print quality report cmd

This patch prints the set quality command properly.

Changes in v4:
- Use get_u8() to replace *(uint8_t *).
- Use mgmt_new_settings_rsp as the rsp_func in mgmt_command_table
  for Set Quality Report.
