Even after removing that legacy rule I can't get my bluetooth mouse to reliably
connect and stay connected. Sometimes it connects (on a first pair) and then
will not reconnect after it goes to sleep.

Same error message, but an additional line which may or may not be useful:-

Bluetooth: hci0 unexpected SMP command 0x0b from de:e3:d3:d7:de:32
