I am not a big fan about last seen properties. However I fine with something indicating that a device is discovered. So maybe Discovered=True that got mentioned in other thread might be a good addition. However this is a different issue from what I can tell. I think we might need to keep temporary devices around even if pairing fails. They can be all cleaned up with some other timer some time later or when a new discovery is started.
