* Quit Ardour.
* Open ~/.config/ardour3/ardour.rc in a text editor.
* Search for "transport tornoff" and set it to "no".
* Save.
* Restart ardour.

I'd agree with the OP that Ardour should provide a way to recover
torn-off windows if they ever get lost off-screen or otherwise.
