if the goal is to "convert money to fixing to bugs in software" then obstacles that impede the transfer of money from people who want to pay are an issue.

fixing that is a necessary but insufficient condition, obviously. but if the banking system continues to make it painful or impossible for a user to pay someone to do something for them, no amount of sustainable business models are going to recover that money. and if the flow of the money is what drives bug fixing (questionable, but certainly a reasonable proposition), then the bugs won't get fixed.
