You could have a look at SuperCollider - it's an audio synthesis programming language, where some of the built in language functions do various audio-related things. Programming something like this would be a fair bit of work, but it should definitely be possible.
You could also have a look at Pure Data (aka Pd): it's also an audio synthesys language, but of the dataflow type... It shouldn't be too hard to implement what you describe:

- save bassline pitches to 'something' readable by PD (text-file, array etc.)
- create triggering mechanism for bass-drum (basically an audio trigger)
- when note is to be triggered send it to some form of bass synth which could be:
    a) directly imlpemented in Pd
    b) midi (using Pd's 'midiout' features)

Of course don't take may draft too literally :)
