You could look around for snapshot builds for your distribution. There are always those kind people that build a fresh package every morning and have them lying somewhere on their FTP server.

If the CVS or SVN repository has an FTP or HTTP space you can access the files anyway. However, if they're strictly by their own protocols then you have to use a client offline or online (via Web interface if the site chooses to offer one; WebSVN for Subversion for example).

There is no fear of anything with VCS tools. Security people install these all the time:
