Thats doesn't make sense!

The function vorbis_encode_init_vbr is in libvorbisenc and libvorbisenc.a 
is included in the compile line.

>   cd libsndfile-vorbis/
>   ./autogen.sh

Maybe try splitting out the make to two different stanges:

       make
       make check
