When you ran autogen.sh, didn't you see this:

    autogen --writable test_endswap.def
    ./create_symbols_file.py linux 1.0.18vorbis1 > Symbols.linux
    ./create_symbols_file.py darwin 1.0.18vorbis1 > Symbols.darwin
    ./create_symbols_file.py win32 1.0.18vorbis1 > libsndfile.def
    ./create_symbols_file.py cygwin 1.0.18vorbis1 > cygsndfile.def
    autogen --writable write_read_test.def
    autogen --writable pcm_test.def
    autogen --writable header_test.def
    autogen --writable utils.def
    autogen --writable scale_clip_test.def
    autogen --writable pipe_test.def
    autogen --writable floating_point_test.def
    autogen --writable benchmark.def


You do need Python and GNU autogen:

    sudo apt-get install autogen
