qt3-dev-tools at least...

I have both Qt3 and Qt4 development packages installed on Demudi's Debian Etch. Be advised, you should set QTDIR to /usr/share/qtN when compiling, and you may need to set the LD_LIBRARY_PATH variable if your build reports relocation errors.
