Depends what you mean.

Feeding multiple streams from multiple apps simultaneously to one
hardware output? No, you'd need jack or one of the desktop sound
servers for that.

Hardware monitoring, i.e. blending any of the inputs and/or outputs
to a given hardware output? Yes, you can use envy24control to control it.
Works very well, although I'm not especially fond of the envy24control UI.
