Generally yes.

No problem.  There are devices that have some restrictions, i.e., they
can do duplex at 48 kHz but not at 96 kHz.

Depends on what you're trying to do.  The USB protocol introduces an
additional latency of about one or two milliseconds, compared to PCI
cards.
