I recently needed jack real-time mode and got the same error in
addition to another one: "Cannot lock down 107341340 bye memory area".

Adding capabilities to jackd executable file with:

sudo setcap \
   cap_sys_resource,cap_ipc_lock,cap_sys_nice=pie \
   /usr/bin/jackd

fixed the issue.

Surprisingly, I don't find this trick in any tutorial on the net.
I'm not sure it works in your case, but it might be worth a try.
