With a USB device, there is not only a buffer size to SR relationship but also the system USB transfer rate which is 1ms. 48000 at 16/3 is exactly 1ms (assuming system clock and media clock line up... which they don't) so the theory goes that using 3 buffers makes things come a lot closer to lining up with the rate the USB device is actually transfering your audio data or at least make it a close multiple. By the time the buffer size is 64 it should no longer matter and two should be fine. experimentation will show what works best for your system/device.
