I'm not sure what you are suggesting / advocating:  

   * The wiki way (anybody can enter text, and anybody can edit their
own or anybody else's text).  
   * The TWiki recommended way (anybody who registers can enter text,
and anybody who registers can edit their own or anybody else's text,
unless that text is on a "protected" page).  (TWikis can be set up so
that registration is not required.)
   * Something else?

In any event, WikiLearn is hosted on twiki.org which requires
registration.
