actually, it depends on whether you can login to the remote server and get shell access with a reasonable choice of mp3/ogg tagging tools.

No. Adding/Changing comments on a MP3 file in many cases requires
inserting data at the start of the file, which of course makes it
necessary to move the following data and to re-write the whole file.
