No they do not.
I will not be using speech at all on this computer.
Linux does not even support those tools for me at all.

I guess the shortcuts first mentioned by Len are the best way to get
access to command line and perhaps BRLTTY as mentioned by F. Silvain is
the way to get output from command line. IIRC Julien or somebody else
from this list once had issues installing a distro using Braille,
because the installer didn't provide BRLTTY. IOW Karen might need help
to install a distro, before the speech synth can be used.
