Installing the hsfmodem on my System, there was not created a folder
 /usr/lib/hcfpcimodem/
So some odd remnants seem to be on your System

I suggest doing uninstalls on all your modem packages , just to clean up
To get the Names for the uninstalls, do
$ sudo apt-cache search hsf
which will display the installaled package Name
Then
$ sudo apt-get remove Name
will uninstall it.

Repeat with:
$ sudo apt-cache search hcf
etc.

Then please again try the install of the  hsfmodem package
