All you have done technically is OK

First do a triva to conserve resources.
$ sudo gedit /etc/modprobe.d/blacklist-modem.conf
Delete the # in front of lines
# blacklist snd-atiixp-modem
# blacklist snd-via82xx-modem
and Save.  This will block future loading of these useless modem drivers.

The failure in detection by wvdialconf is sometimes due to
interference/resource conflict with the audio system.
Manually shutting down audio processes before starting the modem may suffice.

A more severe shutdown can be achieved as follows. Read with
$ sudo gedit /etc/default/pulseaudio
and change to SYSTEM mode.

Then
$ sudo /etc/init.d/pulseaudio
to show options.  Then
$ sudo /etc/init.d/pulseaudio stop

Then again try
$ sudo wvdialconf

Presently report back to the List (not me directly)
