That would explain a lot. I have a 6.00c and an 8.26a9 from modemsite.com.

It appears I need to begin at a better beginning. Can you recommend a good inexpensive modem, or modem chipset, which I should buy or find among my spare parts?

Can you tell exactly which ltmodem package you are trying to compile ?
Please indicate from which Web site you take it and the complete file name. At our site http://linmodems.technion.ac.il/packages (of which I am the manager) we have nothing else than file
http://linmodems.technion.ac.il/packages/ltmodem-8.22a3.tar.gz

which dates from 2003, vastly obsolete, not serving 2.6 kernels, thus not worth compiling under Fedora 13 !!
