Since there is the problem:
[   10.049699] slamr 0000:00:11.6: PCI INT C disabled
with the slamr driver usage,
Unload slamr:
$ sudo modprobe -r slamr
unload and reload the alternate:
$ sudo modprobe -r snd-via82xx-modem
$ sudo modprobe  snd-via82xx-modem

Then try activating the modem with:
 $ sudo slmodemd -c GERMANY --alsa modem:1
which should announce creation of /dev/ttySL0  is all is OK.

Then open a 2nd console or TAB and try modem detection with:
$ sudo wvdialconf

Don't fiddle with the gnome-ppp front end for wvdial
