Sadly the slmodemd packages don't work for kernels >= 2.6.31 :(

 From  http://linmodems.technion.ac.il/packages/smartlink/Ubuntu/

the packages like the one you have installed:
   slamr-2.6.31-14-generic.tar.gz

will sadly give you the NO CARRIER error like I have.  A compilation
error under newer 2.6.32.X kernels was kindly provided by Joshua(see
archives), but sadly the modem is not functional, leaving things in
suspense :(

I wish I was knowledgeable in programming to find fixes for this and
other problems to help.

In the meantime, if I were you and wanted to use the modem, I would
use an earlier kernel in the meantime to use it, otherwise wait for a
while .... for a fix if a kind person out there finds one.
