Thanks for the help.  But I'm still having problems.

I left slmodemd running and ran wvdialconf successfully. (See attachment "attempt_2_slmodemd_still_running.txt")

I still cannot get GNOME PPP to find the Modem. GNOME PPP - Setup - Detect returns "No modem was found on your system." I have tried running GNOME PPP with slmodemd running and with it not running.

Please help me.

This was exactly the question I had, but had I looked further:

It was not :( there is a ^C  which implies CTRL + C.  I was thinking
maybe wvdialconf did not find the modem, in which case tell it
directly that it needs the /dev/ttySL0 as the device, but let us see
if he leaves it running and opening another terminal/tab and see if
wvdialconf finds the modem?
