Larry,

The  linux-libc-dev and libc6-dev  must be in the same folder, wherein
you execute
$   sudo dpkg -i lib*.deb
Your personal folder is OK.
The packages should be displayer by
$ ls *.deb
Note that $ is the command prompt, but not part of the command:  sudo
dpkg -i lib*.deb
