Larry,

You will need to install packages for linux-libc-dev and libc6-dev
 start at http://packages.ubuntu.com/intrepid/libc6-dev
when you have downloaded both linux-libc-dev and libc6-dev packages,
they can be co-installed with:
$ sudo dpkg -i lib*.deb

These are necessary for subsequent compiling of  martian modem drivers.
