Ubuntu Modem -- Call blocking

I have several dial-up/fax modems, and only one voice modem. I was  
just informed that the voice modem will not work with linux. Can I use  
a non-voice modem to block/drop calls from specific numbers? I have  
specific telemarketer's numbers that I would like to block.
