Sadly:

"Modem: SILICON Laboratories Intel 537 [Winmodem] "
CLASS=0703
PCIDEV=1543:3052
SUBSYS=1543:3000

is one of the modems for which Linux support has never been achieved,
though not got lack of trying.
Read InfoGeneral.txt about alternatives.
