Joe,

When the modem is plugged in, can you do the following:

$ sudo lsusb

and try out the following if possible

$ sudo wvdialconf /etc/wvdial.conf

it scans for modem port. Your modem might be supported by the
usb_serial kernel module?

Try that out and report back.
