Your major problem is the
[    1.644291] serial 0000:02:03.0: PCI INT A disabled
This 0000:02:03.0 PCI slot must be enabled before the modem can be responsive.
Try detaching all possible external hardware, and rerun
./scanModem
to assess if the situation improves.

Also from http://linmodems.technion.ac.il/packages/smartlink/Ubuntu/
get the  slamr-2.6.28-11-generic.tar.gz
Unpack under Linux with:
$ tar zxf  slamr*.tar.gz
and browse the files in the new slamr-2.6.28-11-generic/  folder

$ sudo ./setup
will install drivers you need. But they cannot serve the modem until the
0000:02:03.0: PCI INT A disabled
is cured.

Also read the end of "setup" with a text browser, to see follow up
instructions cogent to a functional installation.
