It looks like I got a bit farther. 

I tried this:
> Init2 = ATQ0 V1 E1 S0=0 X3 &C1 &D2 +MS=34

It sometimes got a little farther... like 1 in 4 or 5 attempts so I
guessed at other numbers that would work and found 23 gives the best
result (and didn't error as invalid Init2).

I did try it with an without the Stupid Mode and Carrier Check on and
off too without any further success.

Here is my wvdial.conf configuration:

Init2 = ATQ0 V1 E1 S0=0 X3 &C1 &D2 +MS=23
Modem Type = Analog Modem
