the device appears to be there:

The modem symbolic link is /dev/modem -> /dev/537
 There are no blacklisted modem drivers in /etc/modprobe*  files
 Potentially useful modem drivers now loaded are:
       slamr  snd_hda_intel    Intel537

Please do the following while the driver is loaded:
$ sudo wvdialconf /etc/wvdial.conf

This should find the modem, if it does not please post the output of
above command.  There is a modem response/interrupt issue:

If the above command returns no modem detected, please follow the
advice suggested by scanModem:

 The PCI slot 01:0a.0 of the modem card may be disabled early in
 a bootup process,  but then enabled later. If modem drivers load
 but the  modem is not responsive, read DOCs/Bootup.txt about possible fixes.
 Send dmesg.txt along with ModemData.txt to discuss@xxxxxxxxxxxxx
 if help is needed.
